Unfortunately, the only real source of data on the game’s story is the official website and even that doesn’t explain as much as I want it to. The game itself doesn’t reveal much more of the story, so almost everything I say about Kreutzer is head canon:

In 1757, The Genoremasody Reich continued to be an unstoppable force in East Prussia; its continued expansion and domination was thanks to its current Empress, Kreutzer Wilhelm XIII. Because of her incredible knowledge in Universal Science and Alchemy, she was able to lead her empire to unrivalled dominance. Before she even took up the throne, Kreutzer dedicated herself to mastering those arts for the sake of her empire; she was a born patriot and wanted only the best for her country of Wilhelmgrob. The destruction and chaos it spread made people fear the great super power and surrender to it, lest they wish to provoke more harm upon themselves. But as she watched exactly what her genius led to, Kreutzer realized that the Genoremasody Reich may have become too powerful for anyone to stop and could soon destroy everything on the planet. With the guilt only rising, Kreutzer came to the decision that she would have to stop it; however, she could not do so by herself.

Not exactly, at least. She herself had to continue running the empire because as powerful as Kreutzer was, her empire was strong enough to continue on its own and could easily get rid of their empress if she didn’t continue doing her job. But Kreutzer had a backup plan: because of her genius, she was able to create an exact replica of herself who would be able to easily search the land for someone who possessed the courage and talent to fight back. Enter Rosa Christopher, the game’s protagonist and one of the empire’s many victims who struggled to survive after the mechanized onslaught. Unlike the other victims, Rosa possessed the powerful ability to control and synchronize with any artificial humanoid she encountered; she was exactly who Kreutzer was looking for.

Replica Kreutzer, with her portion of the true Kreutzer's power, created the deceptively cute and destructive dolls that Rosa familiarized herself with and learned to control. The replica claimed that it had the power to fight against the empire thanks to these dolls, but was unable to bring out their full potential and needed a commander to properly guide them onwards; Rosa was to be this commander. Once she attained enough practice, it was time to put her to the test and the plan into action.

Rosa did battle with the progressively harder waves of mechs and robots True Kreutzer sent out and won each time. Things were going precisely as planned, and with enough experience from the first 4 stages of the game, it was time to take things to the next level.

While Rosa was taking on the waves of enemies led by Atlantis, the boss of the 4th stage, true Kreutzer sent a small unit of robots to kill her replica, drawing Rosa back to check on her "friend." Seeing Replica Kreutzer's corpse lie on the ground beside her burning workshop sent Rosa into a blind rage as she and her dolls destroyed Shangri-La, the boss of the 5th stage, and set her eyes on the enemy’s home base, Wilhelmgrob.

Rosa and her dolls blasted their way through the relentless return-fire from the empire and defeated the creation Rosa initially thought to be the true villain. With the entirety of her empire destroyed, True Kreutzer revealed herself and her true identity to Rosa, who at this point was very unsure of what was going on. As Rosa's final opponent, True Kreutzer initiated the duel to the death that would determine whether the Genoremasody Reich would be truly destroyed or simply rebuilt on top of its ashes.

Here, Kreutzer demonstrated that she too can control the very same dolls Rosa uses, more so than her replica let on in the beginning of the story. However the battle was not won once Kreutzer lost all of her dolls; instead, Kreutzer unleashed all of her power in a relentless assault of bullets and countless Leaf dolls charged to explode.

As her last stand, Kreutzer's final attack pattern had her surrounded by circles of bullets while the one around her had an intentionally wide opening for Rosa to deliver the final blow with everything she had.

And Rosa delivered.

With her seemingly unstoppable empire crumbled beneath her, Kreutzer looked up at her "friend" one final time. The crimes her empire committed were unforgivable, but the deception and distraught she brought on the unsuspecting Rosa was worse. Sure, she helped the girl avenge her family and the families of many others, but that didn't make Kreutzer's actions excusable. As such, she spared herself the waste of breath that would be an apology and instead thanked Rosa for bringing an end to the Reich's tyranny and for being the closest thing to a friend Kreutzer ever had. With her final good-bye and her plan successful, Kreutzer openly welcomed her death, leaving her only friend to decide for herself how she would spend the rest of her life.

Personality: As mentioned earlier, Kreutzer has incredible knowledge of science and alchemy; despite living roughly 200 years before Mayfield’s date, she was able to create war machines and artificial life. She is a genius and isn’t afraid to show off her intellect. She is proud of her skills and eve more proud of the dedication she put into reaching the levels she did. Kreutzer might sometimes come off as a snooty know-it-all, but she means well and only intends to use her powers and knowledge for good. That was her intent as a child, after all: change the world for the better. Sure, she was royalty, but she wanted to earn fame and glory all on her own; as such, she’s not afraid of being rebellious if it means working towards something she wants.

But this brings about one of Kreutzer’s greatest flaws: when she starts something, she can’t stop. Not on her own, at least. The passion she has for her research is both a positive and a negative; she can get so caught up in what she’s doing that she’ll block out the outside world and those around her. When she gets like this, physical contact or loud noises are the best ways to drag her back to reality. To balance this out, Kreutzer can put an incredible amount of focus into any task that is before her.

Unfortunately for her, she can’t always see where exactly she’ll end up, as noted by how fearsome the empire became under her rule. It wouldn’t be wrong to say that Kreutzer is gullible; it’s more likely that she can sometimes be blinded by her own pride and it would take a slap in the face to realize exactly what she’s done. Nonetheless, she is more than willing to take responsibility for her actions; tyranny or not, she is still royalty and knows to properly act as such.

But that isn’t to say she’s as perfect as a princess; aside from everything the Genoremasody Reich has done, her own hands aren’t clean. Just as easily as she can manipulate young Rosa into going on a suicide mission against the empire, Kreutzer can convince others to do what she wants. It’s not a talent she’s fond of using, but when push comes to shove, she can manipulate others like the dolls she creates. This means that she’ll often put her own needs before others, even if it comes at a heavy cost to others.

Because of her rank and the power associated with it, Kreutzer never had much time for friends; she could deal with others as a princess could, but when it came to friendship, she had no experience with it until she met Rosa, but even that was a complicated relationship; Rosa was, in practice, the Chell to Kreutzer’s GLaDOS. She’s a lonely girl and accustomed to being alone, accompanied by her dolls and occasionally her subjects, but mostly on her own. Kreutzer is more likely to make enemies than she is to make actual friends, but she’ll open up to those that are persistent enough.

Abilities: -Flight is a natural ability of Kreutzer’s. It’s exactly what it sounds like.
-Danmaku attacks that consist of firing many bullets arranged into patterns. Coming from a doujin shmup game lets her do this. Because reapers already have bullet pattern abilities
-Enchanting is a key ability of Kreutzer’s. She can enchant items to give them special effects and abilities, but she mostly uses this to bring her dolls to life.
-Doll manipulation deserves a section of its own. The dolls she creates are sentient and very much capable of combat. Each one has its own personality and style of combat, but they each have kamikaze bombs they can detonate upon physical contact with an enemy.
-Exile Illusion is her transformation ability. Several photonic wings sprout from Kreutzer’s back, making her danmaku attacks intensify and gives her a large general stat buff.
